InfraKAP is a private development and advisory facility focused on transportation and healthcare infrastructure. In 2007-2016 Alexander worked on the public side leading PPP development in Vnesheconombank, the Russian development bank where he launched the USD 500 million Far East Development Fund. As CEO of USD 200 million project development facility he advised the Russian and regional Governments and funded initial development of PPP and concession projects. These projects include toll roads and bridges, airports, railways, utilities, healthcare facilities, etc.
Alexander has extensive experience in the private water sector and was deputy director for Central and Eastern Europe at Suez Lyonnaise des Eaux from 1999 to 2003. He served as deputy chairman of the management board of Russian Communal Systems, the first Russian private utility operator from 2003 to 2004. From 2004 to 2007 he assisted another privately held water company, Eurasian Water Partnership to acquire a number of long-term water infrastructure lease contracts from major Russian cities. One of them, Rostov-on-Don was the largest project finance transaction in Central and Eastern Europe until 2016.
