Enkhbayar Tsedendorj
Enkhbayar Tsedendorj Chairperson Urban Development Resource Center Mongolia

Ms. Enkbayar Tsedendorj is the chairperson of the Urban Development Resource Center (UDRC) and former advisor to the minister of construction and urban development in Mongolia. She has worked to open up the urban development, housing and housing finance sector in Mongolia for the past 30 years. Mrs. Enkhbayar holds a Master's degree in business administration and civil engineering and a Ph.D. from the Academy of Management, Ulaanbaatar.

Her professional and management skills have been enhanced by training at the Civil Engineering Institute, Rostov-on-Don, Russia, the Institute of Housing and Urban Development Studies (IHS) in the Netherlands, the Institute of Asian Technology, the Wharton School of the University of Pennsylvania, the Institute of Finance and Economics of Mongolia, the Japan International Cooperation Agency (JICA), the Management Development Institute, the UN Regional Development Center, and the regional training center of the International Monetary Fund (Singapore).

She worked in the central Government until 1999 when she became an independent consultant, later becoming a project manager of the housing finance sector project funded by ADB from 2001-2007 where she contributed to the bottom-up urban planning approach through eight pilot housing area action plans. Mongolia introduced a long term housing finance system which was to become the genesis of developing its primary mortgage market. From 2008 to 2013 she was CEO of the Mongolian Mortgage Corporation the country’s first secondary mortgage market institution.   

In 2014 she was appointed a local team leader for Ulaanbaatar city’s Affordable Housing Strategy Development project funded by the World Bank. In 2015 she became managing director of the Financial Regulatory Committee of Mongolia.

She has been involved with over twenty projects related to urban infrastructure, housing, housing finance, community development, institutional strengthening, and capacity building.

In 2005 she founded the Urban Development Resource Center (UDRC), an NGO which promotes community-driven urban and infrastructure upgrading activities in the Ger area of Mongolia.  It has established some 300 active community groups and supported the implementation of more than 200 small community infrastructure and housing projects initiated by the people, in addition to empowering the communities through training in community planning, mapping, and survey.
