Rufat Mahmud Advisor to the Chairman State Committee on Urban Planning and Architecture Azerbaijan
Mr. Rufat Mahmud holds an M.A. degree in public administration from the Maxwell School of Citizenship and Public Affairs, Syracuse University. He has eight years’ managerial experience with government institutions responsible for formulation and execution of economic policy including macroeconomic forecasting, coordination of public investment programs, state budget preparation, and performance management. He has been intensively involved in implementation of reforms aimed at ensuring financial sustainability in the public sector.
Rufat worked with the World Bank and IMF in public investment and macroeconomic policy analysis for two years, and was chair of the board of directors of a not for-profit-organization working on reforms in the financial area for more than 10 years.
He joined the State Committee on Urban Planning and Architecture in 2018 as an advisor to the chairman and currently leads the Project Implementation Unit in preparation of the Master Plan for Baku city.
