From 1983 to 1997 Sergey Levkin worked in various positions at VSUM OJSC and between 1998 and 2005 he was director-general of VSUM OJSC. In 2006 – 2007 he was head of the office of projects and programs and head of the office for organization and development of infrastructure of special economic zones of the Federal agency for the management of special economic zones in the ministry of economic development of the Russian Federation.
From 2007 to 2009 Mr. Levkin was director-general of special economic zones OJSC and in 2010 he became director-general of Capital Investment Company LLC and development director of Cremax-CONCOR.
In December 2010 Sergey Levkin was appointed acting head of the Moscow city planning policy department, and since April 2011 he has been head of the Moscow department for urban planning policy.
He is acting state advisor to the City of Moscow, Honorary Builder of Moscow, and Honored Builder of the Russian Federation. He has been awarded the Order of Honor, Certificate of Honor of the Government of the Russian Federation, Certificate of Honor of the Ministry of Construction, Housing and Communal Services of the Russian Federation, and a Letter of Gratitude from the Mayor of Moscow
Sergey Levkin is a graduate of the Leningrad Higher Military Engineering Construction School named after A.A. Komarovsky who specialized in the construction of buildings and structures. In 2005 he graduated from the correspondence department of the American University of Management (American University of Business Administration) with a degree in finance, and a Ph.D. in management.
