Previously a member of the Parliament of Nepal and served as Minister of Education, Science & Technology, and Local Development. Disaster Risk Reduction and Management, evidence synthesis, policy and politics are major research interests. Spearheaded a loose forum of parliamentarians aptly named National Campaign for Disaster Risk Reduction (NC for DRR) for lobbying to make DRRM friendly Constitution and DRRM Act 2017.
