Impact evaluation for informal settlements development projects

The training will provide tools and methodologies to evaluate the informal areas development projects for iterative learning and development of the urban upgrading projects that can also be used to evaluate an upgrading project in unplanned areas, or it can be used as a guideline for future development projects. The trainees will learn how to select the relevant indicators according to the characteristics characteristics of each project, its context, and its objectives. The training also provides a manual to be used along with an evaluation framework, and a list of indicators for urban upgrading projects.

Summary

An estimated 1.8 billion people worldwide lack adequate housing, the majority of which are residing in informal, unplanned, or unsafe areas. The former Egyptian Informal Settlements Development Fund (ISDF), currently the Urban Development Fund (UDF), has prioritized providing safe housing for all dwellers of unsafe areas, leading to success in declaring Egypt free of unsafe housing in 2020. In the process, the UDF has gained substantial experience in developing an iterative development process based on continuous learning and development towards the improvement of the results.

The UDF, in cooperation with the African Development Bank (AFDB), has produced an impact evaluation manual for development projects of informal settlements and wishes to export its tools and experience in post-occupancy evaluation to its international counterparts and urban development entities that are concerned with informal settlements and unsafe areas. This training will provide tools and methodologies to evaluate the informal areas development projects for iterative learning and development of the urban upgrading projects.

The training targets decision-makers, civil society organizations, urban upgrading financing institutions, and research centres that are with communities hosting former dwellers of unsafe areas, especially in developing countries. It can also be used to evaluate an upgrading project in unplanned areas, or it can be used as a guideline for future development projects. The trainees will learn how to select the relevant indicators according to the characteristics of each project, its context, and its objectives. The training also provides a manual to be used along with an evaluation framework, and a list of indicators for urban upgrading projects.

Objectives

This training aims at developing clear and defined steps evaluating new communities hosting informal dwellers, or upgrading projects in unplanned areas. The training introduces a list of indicators clustered into six main sectors (urban, social, economic, environmental and infrastructure, service, and administrative). These indicators are either used to measure and evaluate implemented projects or to guide the development of new projects.

The objectives can be summarized as follows:

  • Documenting key steps for evaluating housing projects that serve former slum-dwellers.
  • Introducing the indicators and standards of the methodology along with ways of interpreting them into ratios and figures that are user-friendly.
  • Advocating for ways to improve the residents’ quality of life in future similar projects
