UN-Habitat will not issue invitation letters to WUF13 participants. WUF13 participants must contact their nearest embassy for information about obtaining a visa, if required.
The visa requirements for Azerbaijan depends on your nationality. Some countries are eligible for visa-free entry, while others can obtain e-visas or visas on arrival. UN-Habitat will not issue invitation letters to WUF13 participants, it is recommended to attach the "WUF13 Registration confirmation" email when applying for your visa. Please note that the WUF13 registration document will NOT guarantee that a visa will be issued.
UN-Habitat and the Government of the Republic of Azerbaijan are committed to facilitate visa applications for WUF 13 participants who need to obtain a visa prior to their arrival in Azerbaijan. For this purpose, registered participants are advised that information provided during registration which includes the Applicant’s Name, Surname, Nationality and Date of Birth will be shared with Government of the Republic of Azerbaijan, solely to support processing such visa applications. By submitting this information, registered participants are deemed to consent that it this information will be shared with the Government for the purpose of processing visa application.

Visa guideline
The Government of the Republic of Azerbaijan will provide a “WUF13 Special Visa”, free of charge, for participants registered through UN-Habitat’s online registration system.
After successful registration, participants may apply for the “WUF13 Special Visa” either through the dedicated electronic visa link included in the automatically generated confirmation email or through the diplomatic missions and consulates of the Republic of Azerbaijan abroad. If a participant decides to apply for “WUF13 Special Visa” through a diplomatic mission or consulate of the Republic of Azerbaijan, the WUF13 registration confirmation email/letter will serve as the main supporting document for the travel.
The “WUF13 Special Visa” allows the holder a single-entry visit and stay in the territory of the Republic of Azerbaijan for up to 30 days.
Participants who require a visa are strongly encouraged to apply for the “WUF13 Special Visa” promptly after their UN-Habitat registration has been confirmed.
Should you wish to leave the country and return to the Republic of Azerbaijan because of participation in WUF13, you must reapply for the special visa.
According to the appropriate regulations, 22 May 2026 is the final date on which a visa application is allowed to be submitted.
All foreign participants travelling to Azerbaijan for WUF13 must hold a passport valid for at least three months beyond the visa expiry date.
The “WUF13 Special Visa” will be issued within three working days after submission of a complete application through the official electronic visa portal or through the diplomatic missions and consulates of the Republic of Azerbaijan abroad.
The visa expiry date will be indicated on the “WUF13 Special Visa”. Visa holders must leave the territory of the Republic of Azerbaijan before the visa expiry date.
Participants applying through the official electronic visa portal, please access the portal through the link provided, complete the online form, upload the required documents, and submit your application for approval. Once the application is approved, you will receive a confirmation email with a link to download your “WUF13 Special Visa”.
Participants applying through the diplomatic missions or consulates of the Republic of Azerbaijan abroad must present a visa application form, a valid passport or other travel document, two colour photos (3 × 4 cm) matching the biometric identification requirements, and a copy of the WUF13 registration confirmation email/letter.

Visa-free entry
A visa-free regime exists between the Republic of Azerbaijan and several countries based on bilateral intergovernmental agreements. Participants can find additional information on countries eligible for visa-free entry at the following link: www.mfa.gov.az/en/category/visa/visa-free-countries.
Participants from these countries may enter the Republic of Azerbaijan without a visa and do not need to apply for the “WUF13 Special Visa”.
