Building a strong urban planning and cadastre systems as well as introduction of the modern digital solutions for protection of property rights and investments in real property are essential for recovery efforts in Ukraine. They offer vital data for decision-making in reconstruction projects, compensating for damages of property and attracting necessary investments. As such, modern urban planning cadaster becomes crucial for effective urban governance and sustainable administration of land and real estate, providing detailed information on ownership, use, boundaries, functional zones and land use restrictions within cities or towns. Its aim is to create a transparent and reliable system for managing property-related spatial information. Other critical direction for the recovery is proactive update of the master plans and other planning documentation for cities that were severely damaged by military actions. It would also include establishment of the robust system and procedure for recording of damages, processing the compensations and planning of reconstruction of damaged property within the framework of updated master plans. Responding to the Ukrainian Ministry for Restoration's request, the United Nations Economic Commission for Europe (UNECE) has launched a project to support the development of the Urban Planning Cadastre in Ukraine, with collaboration from UNECE's Working Party on Land Administration (WPLA) experts, as well as supported the cities of Kharkiv and Mykolaiv in developing plans for reconstruction. The event will focus on several key aspects related to the establishment and maintenance of the urban planning cadastre system and other digital solutions to support urban planning and reconstruction at the national and municipal levels. Furthermore, participants will explore the vital role of international organizations and partners in supporting Ukraine's efforts to strengthen its cadastre system in a process of reconstruction., emphasizing the importance of collaborative initiatives.

Furthermore, it looks into how the system can promote accountability in land management, especially in areas affected by war and displacement. Overall, the event aims to find practical strategies for implementing and utilizing the urban planning system in Ukraine to support long-term peacebuilding and reconstruction.
