Urban areas in most African cities are facing many challenges and constraints, including demographic and land pressure, rapid urbanization, and unprecedented socio-economic and climatic upheavals. These changes have exacerbated the proliferation of precarious neighborhoods, urban mobility and environmental issues (coastal erosion, flooding, destruction of agricultural and market gardening areas, etc.).
Senegal is affected by a multitude of environmental challenges including desertification, deforestation, flooding, soil erosion, overfishing, overfishing, and exponential rising temperatures in cities.
That's why the State of Senegal, through its Ministry of Urban Planning, Local Authorities and Territorial Planning (MUCTAT), has taken national initiatives for sustainable local development. These initiatives include, but are not limited to:
1.Development of the National Urbanization Policy (NUP)
The NUP is a reference framework for urban public policies built in accordance with national guidelines for sustainable economic and social development. It aims to foster more transformative, productive, inclusive and resilient urban development over the long term.
2.The implementation of the national urban planning and urban risk management program in Senegal
This program allows the provision of sustainable and resilient urban planning documents to all municipalities in Senegal by 2030. This response is also a lever for attracting and rationalizing the investments planned under sectoral policies for enhanced territorial coherence and efficiency guaranteeing the adequacy of needs, priorities and human and financial resources.
3.The progres. s of the 100,000 Homes – PHARD Project
PHARD is a low-carbon affordable housing solution aimed at developing an alternative market offer, through an "integral sector" approach to development/construction. PHARD provides institutional, financial and technical expertise in a project management technical assistance (ATMO) mission that includes social support, business incubation, and the transfer of appropriate technologies.
4.Thiaroye-sur-Mer’s Urban Restructuring Project
The major challenges in the management of spontaneous and informal urban areas have often led the Senegalese authorities to regularly resort to "eviction" operations which, in the long run, have led to devastating consequences for the affected populations. This urban restructuring operation, through the implementation of a new road system and various networks, aims to improve the living conditions of the populations of the slum and will also generate a socio-economic impact on the population through.
5.The Green Cities Programme with the HIMO system (Living Environment)
The "Urban Renewal - Labour-Intensive Green Cities (PRO-HIMO), mobilizing young people to serve their localities" project aims to better equip our cities with green spaces, furniture and equipment, and to implement new management technical with a strong involvement of the youth.
To share key initiatives led by the State of Senegal to promote local sustainable development:
- implementation of the main orientations in terms of urban planning;
- urban resilience to both endogenous and exogenous cyclical shocks;
- participatory and inclusive governance of cities;
- prevention and management of urban risks;
- Financing of sustainable development projects initiated by municipalities, modernization of secondary towns and villages;
▪ increasing the supply of high-quality local urban services;
▪ job and income generation for young people;
▪ Promotion of environmental quality by strengthening plants.
▪ Local initiatives for the territorialization of the SDGs by civil society organizations
▪ The objective of the PHARD is to support housing cooperatives that are facing hardships to finalize their financing applications and to strengthen their operational management capacity by providing technical assistance to project owners.
▪ But also to create an opportunity to improve access to social housing for working-class households, through technical, financial and institutional innovation.
