The United Nations Economic Commission for Latin America and the Caribbean (UN-ECLAC) and the Global Covenant of Mayors for Climate and Energy (GCoM) have agreed to carry out a pilot project during 2021 to study the climate action plans of three Latin American and Caribbean cities Signatories of GCoM. This pilot project represents the first step in a longer-term approach. whose objective is to establish a procedure for analyzing the impact of the climate action plans of Latin American cities. Although more and more cities have this type of plan. the main challenge continues to be taking action. So the project focuses on creating tools to analyze current plans, in order to have methodologies that allow providing more precise guidelines for the implementation of prioritized mitigation and adaptation measures or actions.
The pilot methodologies were developed through a co-creation process with the GCoM technical/national coordinators of the region and other relevant actors involved in the preparation and validation of the CAPs, as part of a group of experts actively participating in the consultation processes. Likewise, the focal points in the three cities that were part of the pilot project participated in this process in a more specific way, through consultations about the type of feedback that would be most useful for them to receive to optimize the implementation of their plans.
The Urban Library event aims to present a space to showcase the publication on behalf the work carried out, allowing participating organizations that work on urban climate planning and cities to provide testimonies of their experiences. Furthermore, the session will present the tools and methodologies prepared, which can be used to a wider public and are available for scale up in cities and countries. The materials that will be presented include designed methodologies, examples of impact/gap analysis conducted on local CAPs to overcome social, environmental and economic consequences of the pandemic at city level develop, among others.
This event will be structured as follows:
Moderator/Speaker: ECLAC representative will give a general overview of the event and the insights of the publication project, its general findings and will open the floor for the panel discussion that will be led by speaker 1.
Two rounds of formulated questions will be done to ensure the inputs from the organization involved in publication project, that is GCoM, an invited city and the invited organization with a view to give continuation of the project. The floor will be opened to received questions from in person participants.
