Challenging the integrated Urban Development in Greater Metropolitan Region - Cases study in Egypt, Uganda and Indonesia -

Many cities in developing countries continue to experience a concentration in the capital city and an expansion of the metropolitan area, resulting in a variety of urban problems. Capital cities play an important role in driving the economy and society of a country or region, where various functions are concentrated, and JICA is also cooperating in the development and planning of metropolitan areas in various countries.
In Egypt, the Egypt Vision 2030 (2016) announced the New Administrative Capital (relocation of the capital), and the construction of a new capital and the relocation of government functions are currently underway. In particular, urban traffic is highly car-dependent, causing traffic congestion, chronic traffic jams, road safety and other transport problems, as well as associated economic, social and environmental problems. In order to solve these problems in the rapidly growing Greater Cairo Urban Area, a project is currently being prepared to develop a strategic plan for transport integrated with land use in the Greater Cairo Urban Area, including the new capital city.
Kampala City, in Uganda, with a population of 1.5 million (2014), has a basin topography surrounded by steep hills, which limits suitable land for development and has led to urban expansion, uncontrolled development of suburban areas and sprawl, as in other developing countries, due to urban, traffic and environmental problems in the city centre. As a result, planning is underway in the Greater Kampala Metropolitan Area, which includes the city of Kampala and surrounding municipalities in the metropolitan area.
In the State of Indonesia, plans have been announced to move the capital from Jakarta to East Kalimantan in August 2019. The importance of a regional plan in three cities, including the new capital and two surrounding cities, has been pointed out, and the formulation of a regional development plan, the Tri-City Development Plan is currently being discussed.
The aim of the event is to introduce these JICA initiatives, to share and discuss urban development issues and experiences in the metropolitan region with development partners. At the same time, the event will share Japan's efforts in metropolitan and regional integrated development and inter-city cooperation, as well as new challenges, and discuss urban sustainability, in order to provide a message for the future of urban and regional development. At the same time, the impact of and contribution to climate change in metropolitan area development is another important theme, which will also be discussed.
