The SCIL Assessment provides a methodical and distilled approach for local governments to assess their capacity to create and sustain an economically and environmentally sound 3R/SWM system that is equitable. SCIL provides an assessment tool that focuses on the six key elements of planning, policy and legal framework, financial management, service delivery human resources and community engagement.
Participants will have a firm understanding of what the SCIL is, why it is an important step to a good 3R/SWM system and how to implement the SCIL Assessment.

1. What is an index and how it can be used
2. How to perform a SCIL Assessment to support 3R/SWM development.
3. Where the SCIL Tool and other items of the SCIL Toolkit can be obtained for free.
4. How to transform the SCIL score into recommendations that will advance and improve governance of the 3R/SWM system.
