Summary

This 90-minute session marks the transition of the Ramallah–Al-Bireh BRT project from a "highly mature" planning package to an "investment-ready" implementation phase. Having secured Gap Fund certification, the project has surpassed the modeling stage and is now focused on final financial and institutional structuring. Replacing traditional presentations, the session uses a moderated panel discussion to bridge the delivery gap. Through targeted "strategic questions," leaders from the Ministry of Local Government (MoLG), APLA, Joint Cooperation Unit of Ramallah-Albireh Urban Area, and Ramallah & Al-Bireh Municipalities will showcase the following: Sovereign De-risking: National frameworks and legal umbrellas for secure PPP execution. Investment Readiness: A blended finance model and the newly established Joint Municipal Transport Company as a sustainable investment vehicle. A municipal commitment of $20M+ in land assets and a "Quick-Win" phased roadmap. The Call for Partnership: The session invites financiers, technical experts, and peer cities to engage in three action tracks: Capital: Concessional financing to secure municipal majority stake. Governance: Expert support in concession contracts and risk allocation. Knowledge: Peer exchange on smart mobility and operational oversight. Objective: To mobilize the "Implementation Alliance" needed to turn SDG 11 ambition into a visible, citizen-centered reality in Palestine’s most dynamic urban hub.
