This session explores how digital, whole city frameworks can improve quality of life and long term urban performance across the value chain, from strategy to implementation, operations, and monitoring. Drawing on experience from Saudi Arabia and other contexts, it shows how cities can move beyond siloed projects toward integrated, people centred outcomes, as demonstrated through Cities 360.

By connecting land use, mobility, infrastructure, environment, governance, and services through data, indicators, and digital platforms, the approach enables more coordinated decision making. Case studies highlight how integrated spatial strategies and digital tools support infrastructure delivery, strengthen governance, and align investments with shared priorities.
