This event will bring together metropolitan managers, representatives of national and local governments, regional planning experts, and international organizations to discuss the challenges and opportunities of metropolitan governance in the context of the housing crisis and climate change. Drawing on Brazilian experience and international cases such as Barcelona and South Africa, the session will discuss intergovernmental governance models, integrated metropolitan planning instruments, and financing mechanisms that can ensure adequate housing, basic services, and resilient infrastructure at the regional scale. The debate will address how cooperation among municipalities can prevent territorial fragmentation, reduce socio-spatial inequalities, and promote more cohesive, sustainable, and crisis-prepared city-regions. The goal is to foster knowledge exchange and partnerships that contribute to the implementation of the New Urban Agenda and the SDGs, especially SDG 11, highlighting the metropolitan scale as strategic for sustainable urban development.
