Multi-level cooperation in tackling the housing crisis - examples from cities and national governments around the world

Currently, over 50% of the world population already live in cities. This is expected to increase to 70% by 2050 . Rapid urbanisation all around the world leads to a shortage of housing and an increase in rent or purchase prices. Many people move to the city in search of employment but cannot afford the living costs. This can lead to gentrification, social separation, long commutes, and further issues. Municipal and national governments have found ways to counter these effects with different policies. The aim of the session is to explore possible policy solutions on how to tackle individual housing issues for cities at a global scale, from a municipal, from a national and from a multilevel perspective. Cities‘ and national level representatives will explore different policy options such as land use, land value capture, public-private contracting, housing subsidies, or financing, and will put them in a multilevel perspective. The session will start with two spotlights, presenting policy solutions from a municipal and a national/multilevel perspective. Following the spotlights, panellists will add to the discussion. Attendees will have the opportunity to ask questions and provide further relevant inputs.
