Summary
Frontier technologies -artificial intelligence, GIS, machine learning, and digital twins -are creating unprecedented capacity to model, monitor, and predict urban climate risks. Yet the communities most exposed to those risks are almost never the ones who benefit from these tools, which are typically designed by and for institutions with existing technical capacity. This lecture advances the concept of Participatory Intelligence (PI) as a critical framework for bridging this gap: integrating community-generated data, hybrid human-technology systems, and inclusive digital tools into urban governance processes in ways that are accessible, legitimate, and locally meaningful. Drawing on research from the United Nations University Institute for Environment and Human Security (UNU-EHS), it demonstrates that making AI work for everyone in cities is not a technical challenge -it is a governance challenge, requiring deliberate design choices at every level of the system.
