Summary

This 90-minute Ministerial-level dialogue, co-convened by UN-Habitat, the African Union Commission, and UNECA will translate the Nairobi Declaration into continental action. The Declaration — adopted on 10 April 2026 by African Union Member States and participants of the Second Africa Urban Forum (AUF2) — represents Africa's most substantive collective urban policy signal . It anchors six thematic clusters of action: political commitment and policy reform; land, infrastructure and supply; intergovernmental fiscal reform and finance; national urban policies and territorial plans; urban climate action; and inclusive communities. The Declaration also designates WUF13 and the July 2026 UN General Assembly High-Level Meeting on the New Urban Agenda (NUA) as key international platforms for advancing Africa's urban agenda. The Ministerial Meeting is designed to move Africa from declaration to delivery. It pursues two objectives: to adopt a Ministerial Implementation Action Plan that assigns concrete commitments, lead actors, and timelines across five priority areas drawn from the Declaration; and to agree Africa's unified position for the July 2026 UNGA NUA High-Level Review, with specific asks on housing, climate, governance, and finance. The session is deliberately structured for adoption rather than open-ended deliberation, with substantive positions pre-agreed through the preparatory process.
