Summary

This training offers a hands-on introduction to integrating two complementary urban development tools developed in different contexts: Egypt’s City-Wide Urban Classification Manual, led by the Urban Development Fund Egypt with UN-Habitat, and Syria’s National Damage Assessment Tool developed by the Ministry of Public Works and Housing. The session opens by presenting the results of each tool in its original context. In Egypt, participants explore how the Urban Classification Manual shifts institutional practice from reactive upgrading to proactive, city-wide development by categorizing urban areas and linking them to clear intervention and financing pathways. The Darah project is used to demonstrate how high-potential areas generate investment revenues that cross-finance upgrading elsewhere. The training then introduces the Syrian context, focusing on a deteriorated district and the National Damage Assessment Tool as a mechanism to move from a general unsafe classification to a detailed, building-level damage assessment supporting recovery and return planning. The second part of the training demonstrates how integrating both tools enables a holistic, participatory, city-wide upgrading approach that combines spatial prioritization, post-conflict assessment, and sustainable cross-financing mechanisms.
