The side event is convened by the Economic Commission for Latin America and the Caribbean (ECLAC), and UN-Habitat in partnership with the Ministry of Housing and Territorial Planning of Uruguay in their respective roles as technical secretariat and presidency of the Forum of Ministers and High-Level Authorities of Housing and Urban Development (MINURVI). Designed as a high-level networking dialogue among national housing authorities and key stakeholders, the event will provide a space for peer exchange on how the current global context is reshaping housing policy and urban development agendas in Latin America and the Caribbean. Macroeconomic uncertainty, constrained fiscal space, inflationary pressures in construction and land markets, climate risks, demographic change, migration dynamics and evolving financial conditions are jointly affecting the scope, affordability and sustainability of housing policies across the region. Within this context, the session aims to facilitate an open and strategic dialogue among ministers, senior officials and other relevant stakeholders, to reflect on shared challenges, identify common policy trade-offs, and exchange national experiences in adapting housing policies to global pressures. The discussion will seek to highlight emerging responses and innovative approaches that strengthen policy resilience, promote inclusion and safeguard progress toward the right to adequate housing. The event will also underscore the role of MINURVI as a regional platform for coordination, policy dialogue and collective learning, while strengthening collaboration between ECLAC, UN-Habitat and member States. The session aims to reinforce regional cooperation and support the development of housing policies that are better equipped to respond to global uncertainty and aligned with sustainable urban development agendas.
