What Works in Low-Income Rental Housing A Global Peer-Learning Lab for Scalable Solutions

This training is designed as a high-level learning and peer-exchange lab that combines structured knowledge transfer with collective intelligence-building among participants. Responding to the global housing crisis, the session focuses on low-income rental housing as a critical yet under-institutionalized solution, particularly in contexts where ownership-based policies no longer match urban realities. Grounded in evidence from practices across different regions of the world, the training introduces a shared analytical framework for understanding rental housing ecosystems—covering land, governance, operators, social management and finance; positioning rental housing as an investable asset class. Through facilitated peer exchange and structured group work, participants will collectively identify what is working, under what conditions, and why. Building on this common foundation, participants are invited to actively share practices, pilots, and policy instruments from their own countries and cities. The session culminates in the co-creation of a Global Manual / Playbook on Low-Income Rental Housing, capturing transferable principles, models, and enabling conditions. This manual will be refined post-event and shared with participants as a collective output, reinforcing the WUF Academy’s role as a platform for shared learning and innovation.
