Summary

This networking event brings together municipal associations and cities to examine how decentralized cooperation operates in practice when housing becomes a shared local responsibility across unequal realities. Rather than approaching housing as a technical sector, the session uses it as a concrete municipal entry point to explore how cooperation between cities—and the associations that represent and support them—is structured, sustained, and activated under different forms of pressure. The dialogue will connect municipal and association-level experiences from diverse contexts, including conflict-affected and territorially constrained settings, refugee-hosting municipalities, and rapidly urbanizing cities. Through short, grounded interventions, participants will reflect on how cooperation takes shape across these realities, the institutional roles played by municipal associations, and the conditions that enable cooperation to move from intention to operation. The session is intentionally designed as a structured networking space, allowing cities and municipal associations to move beyond exchange toward identifying realistic pathways for follow-up cooperation. In this sense, the event is not conceived as a stand-alone discussion, but as an entry point into longer-term decentralized cooperation processes. Particular attention will be given to linking outcomes of the session to existing inter-municipal cooperation frameworks, including the CIB–UCLG network, as a potential vehicle for sustaining dialogue and supporting post-WUF cooperation among participating cities and associations. Objectives To highlight decentralized cooperation as a practical working method for cities and municipal associations addressing housing-related challenges across unequal contexts. To connect municipal and association-level experiences through focused peer exchange on how cooperation is organized, facilitated, and maintained. To create a structured networking space that enables participants to identify concrete post-WUF cooperation opportunities. To orient the session toward continuity by linking exchanges to existing platforms such as the CIB–UCLG network.
