Sustainable Communities, Resilient Futures

We will present Smart Village projects implemented in the liberated territories of Azerbaijan. These projects were conceived not only to address infrastructure gaps but as a fully integrated, future-oriented development model combining environmental, social, technological, and economic solutions from the outset. Unlike many global initiatives that retrofit existing settlements, this project was holistically designed to prevent challenges such as energy dependency, water scarcity, inefficient resource use, uncontrolled migration, and rising carbon emissions. Renewable energy, energy-efficient buildings, smart metering, water recycling, hydropower, environmental monitoring, digital connectivity, sustainable mobility, and social infrastructure are integrated into one master plan.
The Smart Village demonstrates how housing development can support decarbonization, climate resilience, and social inclusion while placing people and ecosystems at the center of planning. Designed as Azerbaijan’s first fully integrated smart rural settlement, the project contributes to SDGs 1, 6, 7, 8, 9, 11, 12, and 13. Buildings use high-performance materials to reduce energy demand, while solar orientation and rooftop collectors improve efficiency. Photovoltaic systems (945 kW) operate alongside a hydro plant with Archimedean turbines, producing up to 4.5 million kWh annually and reducing CO₂ emissions.
The village integrates housing, healthcare, education, irrigation, transport, and GPON fiber connectivity with smart meters and a centralized Data & Monitoring Center for efficient resource management. Nature-based solutions include an artificial lake, SBR wastewater treatment, gravity-fed water systems, and pedestrian-friendly streets. This model demonstrates a replicable approach to climate-resilient, affordable, and inclusive rural development.
