Ellen Pratt

Madam Ellen Olounfe Pratt, AICP, is the Deputy Minister for Urban Affairs with the Ministry of Internal Affairs, Republic of Liberia. Honorable Pratt is an Executive Management Professional with a specialization in land use planning, urban and infrastructure development and policy implementation who has over 25 years’ experience in public and private sector institutions.

She has served as Urban Planning Advisor to two Monrovia City Mayors, Deputy Minister of Commerce and Industry and most recently, Commissioner for Land Use and Management with the Liberia Land Authority.

In her professional capacity as an urban development expert, Madam Pratt managed a multi-stakeholder process and as a UN Habitat National Consultant authored the Liberia National Habitat III Country Report, outlining the Country’s framework for the New Urban Agenda.
