Gulnara Roll

Gulnara Roll is Chief of the Sectoral Transition Section in the Mitigation Branch of UNEP’s Climate Change Division. She leads UNEP’s work on buildings and cooling, subnational climate action, urban energy, nature-positive urban development and food waste reduction. She supports the secretariats of the Global Alliance for Buildings and Construction, the Intergovernmental Council for Buildings and Climate, the Cool Coalition and the Intergovernmental Committee on Cooling.

With more than 16 years of UN experience at UNEP, UNECE and UN Headquarters, Gulnara has worked at the intersection of environmental diplomacy, urban policy and implementation. She has supported intergovernmental processes, national and local governments, and UN system cooperation on sustainable urban development, housing and resilience. At WUF13, she brings UNEP’s perspective on how affordable and resilient housing can become a driver of inclusive, low-carbon and climate-resilient cities.
