Janet Goulding

Janet Goulding has served as Assistant Deputy Minister (ADM) at Housing, Infrastructure and Communities Canada (HICC) since 2022, leading the Homelessness and Housing Program Sector. She provides leadership on key federal initiatives including Reaching Home: Canada’s Homelessness Strategy, the Veterans Homelessness Program, the Unsheltered Homelessness and Encampments Initiative, Indigenous housing policy, housing affordability supports, and the preservation of social housing. She also leads federal-provincial-territorial housing collaboration and work to leverage infrastructure investments to improve housing outcomes through programs such as the Build Communities Strong Fund (BCSF) and the Canada Public Transit Fund. Previously, Janet held senior executive roles at Employment and Social Development Canada, where she led work on homelessness policy, volunteering, social innovation and social finance, community development, and the Canada Pension Plan Disability program.
