Jingmin Huang

Dr. Jingmin Huang is the Director for the Water and Urban Development Sector Office in Sectors Department 2 at Asian Development Bank. She is leading the East, Central and West Asia Team in promoting climate resilient urban transformation and green development and providing institutional solutions in the water and urban sector. She holds a Doctorate degree in water science from Oxford University, and two bachelor’s degrees in industrial economics and environment engineering from Tianjin University, PRC. She has more than thirty years’ experience in the fields of urban planning, water, wastewater and solid waste management and project development. Prior to joining ADB in 2008, she was a fellow at St Hugh’s college and lectured at the Department of Engineering Science, Oxford University. Previously, she worked for 10 years on urban planning and infrastructure projects development and implementation in the PRC.
