Lee Shyan
TPr Lee Lih Shyan, a registered town planner, is the Director of
Developmental Planning Department, Petaling Jaya City Council, Malaysia. The
Department is entrusted to overseeing city planning and development of Petaling Jaya.
At the same time, he is tasked to be the Head for Low Carbon City and Circular
Economy Thematic of Petaling Jaya City Council, two of the ten thematic focuses
formed to achieve Petaling Jaya Smart, Sustainable and Resilient by Year 2030. He was
formerly the Local Agenda 21 Officer of Petaling Jaya City since the program
was introduced to Petaling Jaya in year 1997 until April 2010 as the Head of One
Stop Centre (OSC) and then after as Director of Solid Waste Management and
Public Cleansing Department from 2014 to 2023 prior to his present posting in the
April 2023.
He earned a Bachelor of Urban and Regional Planning Degree from the University of
Technology Malaysia and a Master of Science in Sustainable Development (Business
Strategy and Environmental Management) Degree from the University of Bradford,
United Kingdom.
He has attended various training courses in Malaysia, Sweden, Japan, Vietnam
and England focusing on urban planning, local sustainable and
environmental management as well as the Rio+20 Earth Summit in Brazil, 2012. He
is contributing actively to the promotion of sustainable development, low carbon cities
development, Local Agenda 21, inclusivity, community development and circular
economy in Malaysia. He has been invited to deliver briefings and to serve as resource
person to other local authorities in Malaysia on starting, implementing and sustaining
the Local Agenda 21 process, Low Carbon Cities Framework, Child Friendly Cities and
Circular Economy. He has also been invited to participate in many conferences,
seminars and exhibitions in Malaysia and oversea.
His current interest lies in SDG, Age-Friendly Cities, circular economy, low carbon
initiatives, community engagement in planning and development, building the capacity
of community based organizations, promoting corporate social responsibility and social
enterprises.
He served the Malaysian Board of Town Planners as Board Member from 2013 until
September 2024. Currently, he is the Co-opted Council Member of the Malaysian
Institute of Planners, The President of Lions Club of Kuala Lumpur (West) and the
Committee Member of the Life Initiatives For Environment (LIFE).
