Rafael Hajibayli

Rafael Hajibayli is a youth leader active in youth policy, civic participation and international cooperation. Since 2023, he has led NAYORA as Chairperson, following his role as Deputy Chairperson from 2019. This work focuses on supporting youth organizations, youth-led initiatives and opportunities for young people.

In 2021, his engagement expanded to the Azerbaijani Students and Alumni Platform (ASAP), which connects Azerbaijani students and alumni abroad and supports networking. After working as Executive Director, he currently holds the role of Deputy Chairperson.

Earlier experience includes leadership of the European Youth Parliament Azerbaijan Public Union as Chairperson from 2018 to 2021, followed by membership in its Supervisory Board until 2023. He is also a member of the Supervisory Council of the Azerbaijan Youth Foundation and the Public Council under the Ministry of Science and Education. Awards include Youth of the Year in 2024 and Presidential Award for Youth in 2025.
