Enhancing Municipal Capacities in Africa - Launch of the Affordable Housing Toolkit for Municipal Authorities

Africa’s rapid urbanization is driving demand for affordable and climate-resilient housing, but many municipalities lack the capacity and financing tools to develop bankable projects. The Affordable Housing Toolkit, developed by Shelter Afrique Development Bank (ShafDB) and the African Development Bank (AfDB), aims to strengthen municipal capacity across the urban development value chain, from planning and regulation to financing and project preparation. Anchored in ShafDB's VIRAL model, the Toolkit helps cities identify gaps, build investment-ready pipelines, and attract sustainable financing. The session will showcase pilot applications and highlight inclusive, climate-smart solutions to accelerate affordable housing delivery and urban development through scalable partnerships.
